LOANS FOR EMPLOYERS
Sir, — Although unemployment has become a world-wide phenomenon, there should be little excuse for it in New Zealand, where there is so much need for the development of natural resources, and for the increasing and establishing of valuable industries for which the facilities are or can be made availab'e. There should be a continuous demand for labour. There have been ser.ous periods of unemployment in New Zealand history, but these have always coincided with trade depressions and have passed as normal conditions returned. Today the cause of unemployment cannot be set down definitely to any sort of slump. The caused of unemployment are entirely concerned with past conditions which have brought us to this state of affairs. The remedy lies in future conditions which must be established in such a manner that as great a number of unemployed as possible will be absorbed. The first step will be to establish confidence and to brighten our outlook, removing our despondency over unemployment. Under our present social organisation, the proper employer is the private individual and not the State. Unfortunately, it is the private employer who is unable or unwilling to employ further labour owing to the depression of the moment.
