land could be opened UP CHINESE LABOUR UNSATISFACTORY Western Samoa needs men who will spend money and cultivate the land. This is the opinion of Mr. R. F. Vruse, a director of the firm of O. F. CCelson and Co., who arrived by the Tofua this morning from Apia, Samoa. He states that there is plenty of country which could be opened up, but this must be done by men who are i -iljing to spend money. “Everybody Western Samoa seems to be ‘broke’ Just now,’’ said Mr. Kruse when referring to business. He went on to say that the output of copra would be better this year than last, according to figures which were available to the end of June. Excellent crops of cocoa were reported. This is an industry which could be greatly improved, said Mr. Kruse, if more capital were available. The Man was still carrying on its policy of passive resistance, but how long that would last Mr. Kruse could pot say.
When he left Samoa the planters were complaining that the Chinese labourers were not satisfactory. They were not doing enough work for the money they were paid.
