OFFICIAL NEGLIGENCE PROVED PORTUGUESE DECREE Di\* Oliveria Salazar, the Portuguese Finance Minister, has issued a decree closing the Portuguese Mint. The inefficiency and mismanagement of the mint has been noticeable for some time, and the Finance Minister ascribes the “precarious condition” of the establishment chiefly to the lack of discipline the personnel. “Quite recently,” he says, “this was revealed by the publication and secret distribution of pamphlets directly attacking the heads of the establish ment, and by acts that caused the arrest of many of the ringleaders.”

The Government decided that an inquiry should be held by the Department of Public Safety. It was proved, among other things, that more than 20 per cent, of the employees were in the police records as guilty of serious crimes, and that even among the ad* mmistrative officers there were many who were known to have been in volved in anarchistic and subversive associations.

The decree closes the mint for such time as the Government thinks necessary for the reorganisation of the service.
