UPPER HOUSE REFORM
LEGISLATIVE COUNCIL OF N.S.W. GOVERNMENT PROPOSALS Reed. 12.30 p.m. SYDNEY, Today. The Government’s proposals to reform the State Legislative Council provide for a membership of 60, elected by a joint poll of both Houses on the proportional representation system with a single transferable vote.
A term of nine years is provided for one-third of the members retiring every three years. In the event of a deadlock, the Governor may convene a joint sitting. If the measure is agreed to by a majority, it is to be taken as having passed both Houses. If not, the measure may be submitted to the people by referendum, or the Assembly be dissolved. The present members of the Council would retain their privileges.
