OWNERS NEAR COMPLETION OF SCHEME EARLY LEGISLATION LIKELY Britisn Official Wireless RUGBY, Sunday. In view of the progress made by’the coalmine owners with the preparation of a scheme for the national control of output and selling prices, some of the newspapers say the Government is confident that the owners’ final decision will be in its hands by October In that event legislation will be introduced into the House of Commons early in November to deal with miners’ hours and to give the Government compulsory powers over the owners of collieries who will not fall in with the scheme of control if agreed to by the majority of owners in a particular area. The Government also is anxious to secure that any improvement in the prosperity of the industry shall be reflected in the miners’ conditions. It is reported that the advisability of including in the Bill provision for the acquisition of mining royalties and an improved system of pensions for miners is under consideration.
