TWO WARD LEADERS SLAIN IN CHICAGO MAN TORTURED AND SHOT (United. Service) CHICAGO, Thursday. Gang warfare has extended into higher municipal politics in Chicago. Henry Connors, leader of the 42nd Ward, was murdered 10 days ago. Early today the deceased man’s friends kidnapped Charles Brown, ward leader for Connors’s opponent, and tortured him. Then five bullets were fired through Brown’s head as he lay on the floor of his own motor-car.
