BRIAND UNFOLDS PLAN AT GENEVA DELEGATES EMBARRASSED (Australian and N.Z. Press Association) (United Service) Reed. IX a.m. GENEVA, Monday. The French Prime Minister, M. Aristide Briand, lunched with the heads of the European delegations to the League Assembly, and privately unfolded his United States of Europe plan, about which it was decided to circularise the Governments to ascertain their views. Au earlier message said: The delegates to the Assembly of the League of Nations are somewhat embarrassed by the Federated States of- Euj-ope idea which M. Briand is adumbrating. Practically all prefer to lie low and say nothing. By an irony of history the plan for a United States of Europe is one which was discovered when the Great War was in progress, among the secret papers of M. Caillaux in a broken safe at Florence. The discovery led to the ex-Premier being charged with treason. M. Briand Is most anxious that the idea 1 should be discussed, but several of the Foreign Ministers at present are inclined to oppose the creation of a definite political bond, between the European States. However, they would welcome a provisional or temporary understanding to govern tariffs.
