Further, America says there does not exist in China today a system of independent Chinese courts free from extraneous influences and capable ot adequately doing justice between Chinese and foreign litigants. The Note concludes by offering to negotiate for the purpose of the gradual abolition of Consular jurisdiction provided that steps be taken I based oa modern concepts of jurispru- ■ deuce.
