The Nanking Government has re- ; leased the first replies received from | the foreign Powers in regard to i China's request for the immediate abolition of Consular jurisdiction. America's reply expresses a desire to abolish the jurisdiction, but says j she feels assured that the sudden abo- ’ lition of the system of protection by ; her extra-territorial courts in the face iof the conditions now prevailing in I China would in effect expose the pro- ! perty of Americans to danger and unj lawful seizure, and place in jeopardy the liberty of the persons of American citizens. Further, America says there does not exist in China today a system of independent Chinese courts free from extraneous influences and capable ot adequately doing justice between Chinese and foreign litigants. The Note concludes by offering to negotiate for the purpose of the gradual abolition of Consular jurisdiction provided that steps be taken I based oa modern concepts of jurispru- ■ deuce.
