THE conversations between the Prime Minister, Mr. Ramsay MacDonald, and the United States Ambassador, Mr. C. O. Dawes, represent another milestone in naval disarmament. Though the conversations were strictly conventional, the ‘‘Daily Herald” learns that considerable ground has been covered preparatory to Mr. MacDonald's visit to President Hoover in October.

A British Official Wireless message says a further talk on naval disarmament and on Anglo-American relations took place today between Mr. MacDonald and Mr. Dawes, at Lossiemouth, in Scotland, where Mr. MacDonald is holidaying. Mr. MacDonald met Mr. Dawes at Elgin Station, upon the American Ambassador’s arrival from London, and the two drove to Mr. MacDonald’s home at Lossiemouth, where they had

a long conversation during the afternoon. This evening, Mr. Dawes left by motor-car for Blair-Atholl, where he intends to make a short stay. He will return on Friday to Elgin, to be present when Mr. MacDonald receives the freedom of that city. Presumably the conversations will then be continued. It was emphasised in official circles today that the whole essence of the conversations is that they are confidential.
