COMMISSIONER JAMES HAY FOR CANADA? HIS SUCCESSOR NAMED (Australian and N.Z. Press Association) (United Service) LONDON, Tuesday. It is understood that Commissioner John Cunningham, formerly international secretary of the Salvation Army for Europe and the Dominions, is to succeed Commissioner James Hay as territorial commander in New Zealand. It is reported that Commissioner Hay will take charge of the army’s affairs in Eastern Canada, but at headquarters it is stated that only General E. J. Higgins, head of the organisation, knows. Commissioner Georgfe Mitchell, now in Sweden, is to succeed Commissioner Cunningham.
