GOODWILL MARKS START OF PROCEEDINGS SIR JAMES PARR PRESENT (Australian and N.Z. Press Association) (United Service) Reed. 11 a.m. THE HAGUE, Tuesday. The New Zealancl High Commissioner, Sir James Parr, has arrived to assist the British delegation to the Reparations Conference in a consultative capacity, in the interests of New Zealand. The Young Plan conference opened with an atmosphere charged with goodwill, despite the knowledge that long and perhaps bitter discussions must precede an agreement. The German Foreign Minister, Dr. Stresemann, succeeded M. Briand, the French Prime Minister, in expressing wishes for a step toward a durable peace, improvement of the economic condition of Europe, and a broader understanding among the former belligerents. . Dr. Stresemann, significantly turning toward M. Briand, remarked:—“A leader should not wait till 99 per cent, of his countrymen are behind him. He should go in advance and carry them with him.” Jonkheer F. Beelaerts van Blokland, Netherlands Minister of Foreign Affairs, presided.
