NEW FRENCH PREMIER

RADICALS REFUSE TO JOIN BRIAND (Australian and X.Z. Press Association) Reed. 9 a.m. PARIS, Monday. The Radicals refused to join the Ministry of M. Briand as supernumeraries. His Cabinet will be similar to the last, excepting for M. Poincare, whose place M. Briand takes as Prime Minister. It is stated that M. Poincare is suffering from inflammation of the prostate gland, for which two painful operations will be necessary, with aa interval between them. M. Clemenceau successfully underwent a similar operation a few years ago.
