Sir, — Will you allow me space to air a grievance? It refers to the Public Library. This institution, I understand, costs the ratepayers of this city £IO,OOO a year, and in the winter, it is practically uninhabitable on account Gf the extreme coldness caused by the windows and doors being left practically wide open all day and evening. This in spite of the extreme severity of the winter this year. The place is practically uninhabitable for any length of time, and is without doubt, the coldest public building in New Zealand. RATEPAYER.
