HONOUR TO DISTINGUISHED FOREIGNERS British Official Wireless RUGBY, Thursday. The degree of D.C.L., honoris causa, is to be conferred at Oxford University upon certain distinguished foreigners. They will include the Marquis Alfonso de Merry del Val, Spanish Ambassador to Britain, Mr. C. G. Dawes, United States Ambassador, and Mohamad Mahmoud Pasha, Prime Minister of Egypt. Mr. F. B. Kellogg, ex-Secretary of State in the United States, and Marshal Lyautey, on whom it was proposed to confer the degree, will not be able to be present.
