TARIFFS AND ARMS SPEECH IN HONOLULU (Australian and X.Z. Press Association) Reed. 1.42 p.m. HONOLULU. Thurs. Sir Joseph Carruthers, speaking at the Honolulu Advertising Club, said the proposed American wool-tariff increase would not hurt Australia, because the American consumers would pay it. He said Australia favours armament reduction, but warned them that “Mad dogs were loose in the world.”
