Today The present system ot gradlc- ; teachers does not find favour the Dunedin Education Doard, whc« j annual report states that tetter rtsuits could be secured under a mot, j elastic system. The board agrees thr it is desirable that teachers be grade for systematic promotion, but thinki it would be sufficient to classify- tierin groups equal with the classificatiei of positions, avoiding the necessity of attempting to gauge the whole teach ing profession in numerical order, aid enabling boards to select from eaci group the teacher best qualified for every particular appointment.
