The creditor Powers have sent a memorandum to Dr. Hjalmar Schacht (Germany) declaring that they are prepared to accept: (1) An average annuity of £102,500,000 for reparations debts, during the first 27 years from April 1, 1929. (2) A subsequent 22 annuities allotted for war debts. (3) Compensation to Belgium for marks issued during the occupation. (4) The countries benefiting by the proposed international hank, particularly Germany, will contribute sums for its working, besides the capital. The proposals are more elastic than Mr. Owen Young’s suggestion, and there will be a constant increase of £1,250,000 yearly, allowing for certain variations in the annuities.
