U.S. ADOPTS UNIVERSAL CODE Eight major recommendations for a model municipal traffic ordinance were adopted in America in the code prepared by the committee on munij cipal traffic ordinances and regulations of the National Conference on Street and. Highway safety which ic- ! cently met in Washington, D.C. ; These principal proposals closely | parallel the provisions in the existing j municipal ordinance of Los Angeles ; upon which is based the uniform orI dinance that has now been adopted by j more than GO California cities. ! The most important of the eight : major recommendations for the model i code, according to the Automobile • Club of Southern California legal department, are as follow': CODE OUTLINED The pedestrians, at an intersection, shall always have the right of way. Between intersections, the motorist shall always have the right-of-way, the effect of these tw r o regulations being to stigmatise jay-walking and to yield to the pedestrian the unquestioned supremacy at intersections. The practice of a motorist passing a street car on the left is condemned except where it is a one-way street or where the track is placed on the exi treme right hand side of the highway, j The right-of-way rule between I motorists at intersections is further ! clarified as follows: The motorist on : the right shall always have the right - i of-way unless the vehicle on the left ! first enters the intersection, in which | event the vehicle on the left shall proceed and clear the intersection ; I with due regard for safety.
