HANDICAPPING DEBATE

When the report of the special committee set up to deal with the handicapping of Australian horses was before the Trotting Board, Mr. G. McMillan asked if it would not be advisable to make the new conditions operative from August 1, but the chairman, Mr. J. H. Williams, was of the opinion that if this was done a number of recently imported horses would receive the benefit of the doubt and have to be put back later on. Mr. R. A. Armstrong suggested care should be exercised as the pentalties decided upon might prove too severe. He did not think the association had powe- to control handicappers and favoured framing rules to govern handicapping generally.
