BIRKENHEAD BOROUGH
MAYOR OUTLINES PROGRAMME FOR YEAR COMMITTEES APPOINTED The installation of the newlyelected Mayor of Birkenhead, Mr. J. P. McPhail. was carried out last evening by the late Deputy-Mayor, Mr. A. Hadfield, and the councillors made the usual declaration. Mr. ITadfield congratulated the Mayor and councillors, and said that Mr. McPhail had proved himself to be an excellent chairman, and had the interests of the district at heart. Mr. McPhail, after suitably responding, moved that a hearty vote of thanks be accorded Mr. A. Hadlield for his past services, and that the council places on record its appreciation of the able manner in which he has carried out the duties of councillor and Deputy-Mayor during his 16 years of office. The motion was carried unanimously. The Mayor congratulated the councillors on their election, and said he felt sure that with each one giving of his best, progress and advancement would result. They would be called upon to give consideration to some very important matters during their term of office. In suggesting a programme of work for the council's consideration, Mr. McPhail emphasised the necessity of keeping expenditure well within income. The only possible work entailing the raising of a loan that would exercise their minds during the year, continued Mr. McPhail. was the drainage scheme formulated by the late council, and he proposed at an early date to have a report prepared giving full particulars of the proposal so that the council could came to an early decision as to the desirability of submitting it to the ratepayers in its present form, or deferring it for further consideration. Other questions that would demand immediate attention were the making of some provision for more adequate fire-fighting appliances, the early revision of the electors’ roll, the adoption of up-to-date by-laws, persistent advocacy of the harbour bridge, also the desirability of again discussing with the neighbouring boroughs the question of amalgamation. This latter subject was submitted to a poll during Mr. McPbail’s previous term of office, and approved by the Birkenhead ratepayers but defeated at Xorthcote. The following appointments were made:—Cr. L... It. L. Moller, DeputyMayor: Legal and Finance Committee -r-The Mayor, Crs. Darlow, Spiers. Kerruish. and Alexander: Parks Committee—Crs. Moller (chairman), Campbell, Hewson, Hayman and Jasper; "Works Committee —The Mayor, Crs. Moller. Kerruisli. Campbell and Darlow; Band Committee, Crs. Hewson. Hayman and Jasper. Representatives were also appointed as follow: —Marine Boroughs’ Association. the Mayor, Crs. Alexander and Spiers; North Shore (Auckland) Water Board, the Mayor: Auckland Harbour Bridge Association Committee, the Mayor and Cr. Kerruish.
