CONTRACT V. DAY LABOUR

DISCUSSION AT TAKAPUNA BOROUGH WORKS The relative merits and demerits of the contract and day-labour systems of carrying out borough works were debated at the meeting of the Takapuna Borough Council last evening. A good deal of controversy centred round Ibis subject during the. recent election campaign. Cr.• J. Guiniven asked the to declare its policy on the matter. He stated that he could not act intelligently as a member of the works committee without such a declaration. Mr. A. H. Wilkie moved that the system of day labour for borough works be adopted. He said that the reverse system meant that the engineer’s salary of £BSO was largely wasted. The Mayor: That is absurd Cr. A. M. Seaman moved an amendment that the council adopt a policy of calling tenders for all works, but that tenders be not called for street maintenance works unless specially determined. The Mayor: If it got noised about that this council intended to adopt day labour as a fixed policy, shoals of men would be attracted to the district quite unjustifiably. After a debate in which most members participated, the amendment was adopted as a substantive motion.
