COAL DEADLOCK

ROYAL COMMISSIONERS TO INQUIRE WIDE ORDER OF REFERENCE (United P.A.—By Telegraph — Copyright) SYDNEY, Tuesday. The Royal Commission to inquire into the coal industry will include Mr. Justice Davidson. of the Supreme Court of New South Wales, who will be chairman, and Mr. H. W. Gepp, head of the Federal Migration and Development Commission, who will be the second member. The third member will probably be a I South Australian. The Prime Minister, Mr. Bruce, today announced the terms of reference. which will permit the commission to inquire into every phase of coalmining, the capitalisation of collieries and the profits from them, the methods of management, the efficiency or otherwise of labour, the relations between the shipping and coal industries, the causes which led to the present stoppage, and the general costs of production and distribution.
