POLLING TO-MORROW QUALIFICATION TO VOTE Transport Board officials hope t» declare the result of to-mor-row's poll on its two loan proposals shortly after 7.30 p.m. Voting will take place between 9 a.m. and 6 p.m., and the first returns should be available to the public before fj*o have qualified for the right to vote a person must be a ratepayer iin any of the local authorities embraced in the board’s area. Where a husband is a ratepayer the wife may also vote and the reverse also applies. A person owning property in two districts, however, may only exercise! the one vote. A company's nominee, of course, .has as many votes as are delegated to him. This is the only exception to the principle of “one man, one vote.” It is noteworthy that this is the first time electors of Auckland City have been asked to decide alternative proposals concerning a borrowing scheme. Unless careful thought is given to instructions on the ballot paper the returning officers anticipate some bungling and informality. Ratepayers are asked to consider two proposals. They will be called upon to approve or reject a proposal to borrow £526,600, or, as an alternative, a scheme involving £250,000. If both are regarded with disfavour both will be struck out. In the event of proposal No. I being agreed to the second automatically lapses, being embraced in the larger. In order to carry either proposal a three-fifths majority is necessary.
