CHANGE TO UNIMPROVED MR. O’REGAN’S ADDRESS A statement that rating on unimproved values would be disastrous to the Borough of Mount Eden was challenged by Mr. P. J. O’Regan, of Wellington, in an address in Mount Eden last evening. The speaker made particular reference to unimproved values rating on which there is to be a poll of ratepayers in the borough next Monday. Mr. O’Regan said that there were 119 boroughs in New Zealand, and 77 had adopted the system. In 54 out of 129 countries it had also been adopted definitely. Two years ago the ratepayers in Wellington had placed all the rates on unimproved value after having the system partially in operation for 25 years. Over the 23 square miles in Wellington City, there was a total rate of 7id in the pound on the unimproved system. According to the latest official figures, the capital value of Mount Eden was £5,250,959, of which the unimproved value represented £2,038,403. The revenue last j'ear from the rates was equivalent to a rate on the capital value of 2.6 d in the pound. If the taxes "were exempt from improvements the total rate would have to be increased to about 6.7 d in the pound. The practical result would be that the great majority of ratepayers would pay less than under the present system. A resolution pledging support ot the proposed change in rating was carried.
