CONFERENCE OF EXPERTS GERMANS HAVE FREE HAND (Australian and N.Z. Press Association) LONDON, Monday. A message from Berlin says the German Cabinet, after having heard Dr. Schacht, chief delegate to the Committee of Experts on Reparation, decided that he and his colleagues are to continue to have complete freedom of action at the Paris conference. It Is officially stated that the German memorandum presented to the committee in Paris did not contain any political suggestions. That part of the memorandum which was Interpreted as containing politics was never discussed by the committee or at the plenary sessions. The diplomatic correspondent of the “Daily Telegraph” expresses the opinion that Dr. Schacht did not qualify Germany’s offer by a demand for the restoration of her lost colonies, but suggested in rather general terms that Germany’s capacity for payment must inevitably be curtailed by her territorial losses.
