ADVISED TO WITHDRAW
JAPANESE CIVILIANS IN TSINAN (Australian and N.Z. Press Association) TOKYO. Monday. As evidence that the Nationalists in China have no confidence in their ability to preserve order at Tsinan (Shantung), they have suggested the advisability of Japanese civilians withdrawing from the town within three months. The safeguarding of Japanese nationals was promised after the evacuation of the Japanese troops from Shantung.
