EARL BALFOUR EXPECTED TO RETIRE (Australian and N.Z. Press Association) LONDON, Thursday. The Earl of Balfour has decided to sell No. 4 Carlton Gardens, where he has lived for 48 years, and where Lord Palmerston lived from 1846 to 1854. It is not expected that Lord Balfour will continue at Lord President of the Council after the General Election. ITe will probably retire to his Scottish residence at Whittinghame, East Lothian.
