It emphasised that it is not defending rum-runners, but is determined to have all questions of jurisdiction and rights under treaties and international law definitely settled as a result of the incident. Canada hopes the United States will find there is no basis for resisting her demands for satisfaction, but if necessary she will press the case to international adjudication by arbitra tion. The legation officials asserted that no hasty move would be made and that it would he a long time before any definite step is taken. They said that at present the question is decidedly in the “fact-finding” stage.
