DEATH PENALTY TO STAND (United Service) LONDON, Tuesday. In the House of Commons in Committee on the annual Army Bill Mr. R. C. Morrison, Labour member for Tottenham North, moved a new clause to substitute penal servitude for the death penalty for cowardice. Mr. J. H. Thomas, Labour member for Derby, said: "I defy anyone to distinguish between fear and cowardice in the atmosphere and circumstances of war.” The Parliamentary. Secretary for War, Mr. A. Duff Cooper, in replying, said the penalty must be retained in the interests of discipline. Cowardice might spread panic, resulting in the loss of a battle. The clause was rejected by 174 votes to 108.
