HOWARD LEAGUE’S SUGGESTIOH Press Association WELLINGTON, Wednesday. A conference of the Howard League for Penal Reform to-day passed a remit pressing the Government to amend the law regarding the prevention of crime in a way which will give the magistrate power, on the adverse report of a parent or guardian, protection officer, social workers or the police, to have a judge’s order made that a young person who is in a dangerous position, visiting gambling dena in bad company or is on the streets, shall, until the age of 21, be placed under the supervision of some probation officer or welfare worker.
