Reed. 12.5 a.m. SYDNEY, To-day. A Cairns message states that heavy rains are causing the rivers to rise again. The water is seven feet over the Tully Bridge, and the Herbert River is rising rapidly. It is impossible to get the trains through. Between Cairns and Townsville seven and a-half inches fell. At Tully yesterday James Watson was swept from his horse and drowned.
