Tbe Prime Minister of Spain, General Primo de Rivera, has written an article specially for the British United Press Association. In this be asks: “Are politics necessary for tbe existence of peoples” General de Rivera proceeds: “I think politics are a form of discipline. Therefore, it is necessary that a Parliament, in order to yield - the greatest collaboration with a Government, should not be of any political colour, but should be composed of eminent persons representing diverse sectors of public life. “Those persons should be without previous affiliation to any party organisation or recognition of any chief. They should be able to expound their own proposals and to give or withhold their approval in regard to any project and to offer the Government the benefit of their studies with complete Independence. This is the keynote of the laws I shall shortly submit to my Government, with the approval of tbe King, and to the consent of the people. “I realise that an innovation in the customs and principles of government which have dominated the world for more than a century will not occur without resistance, but I believe the first half of the present century will not pass without other people accepting the principles embodied in this system. When this happens I shall not be living, but I am prepared to submit my actions to the Serene Judge of all history.”
