NEW PROCEDURE DRAFTED British Official Wireless Reed. 11 a.m. RUGBY, Thursday. At the Council of the League of Nations’ meeting this morning at Geneva, a draft resolution on the new procedure to be followed on the question of minorities was presented by the Japanese representative, Mr. Adatchi, who had been appointed rapporteur at yesterday’s meeting. Mr. Adatchi recommended that two other members of the Council, Sir Austen Chamberlain and Senor Quinones De Leon, should act with him on the committee to examine the proposals made yesterday, and to draw up new rules for receiving minority petitions. Their recommendations are to be submitted to the next meeting of the Council in June.
