RUSSIA IS LEFT OUT
EXPORT GUARANTEES BILL SECOND READING IN LORDS (Australian and N.Z. JPress Association) (United Service) LONDON, Thursday. The Overseas Trade Bill, which would extend the export trade guarantees scheme by two years, was read a second time in the House of Lords. The only complaint of the Labour members was the Government’s failure to extend the scheme to Russia, Lord Thomson declaring that America and Germany were stepping in and capturing the trade of Russia. Lord Lucan replied that the Government did not intend to extend the credit facilities to Russia until the Soviet had established conditions in the treatment of debts and compensation for confiscated property which would restore confidence and command credit. No other countries that traded with Russia had schemes like the export guarantees.
