The Rome correspondent of “The Times” says the Prefect of the Rome Province has decreed that ail persons who belong to other communes who are habitually unemployed must return to their own districts. His reason is that they endanger public order and morals. Any worker who enters Rome must produce a certificate signed by the Podesta of his native commune proving that work awaits him in the capital.
