SECRETARY REINSTATED

FEDERAL DEFENCE OFFICE CHARGES NOT PROVEN CANBERRA, Tuesday. The board of Inquiry appointed by the Public Service Commissioners to investigate the charges involving bribery made by Captain H. Larkin, managing director of Australian Aerial Services, against Mr. M. L. Shepherd, secretary of the Defence Department, has reported that the charges were not proven. The Minister oE Defence, Sir William Glasgow, has accordingly lifted Mr. Shepherd’s suspension. The board expressed the opinion that Captain Larkin appeared to be readily prone to suspicion, and seemed to look for ulterior motives when decisions were given against his company. The complaints lodged by Captain Larkin were unwarranted, said the board.
