National Council in Conflict with Prince SPLENDOUR FADING LONDON, December 20. The State of Moriaco, consisting almost solely of the gambling resort of Monte Carlo, is most excited over a constitutional crisis, due to the reply of its ruler, Prince Louis Grimaldi, to the National Council’s demand for progressive reforms, instead of a cheeseparing policy, and its protest against a private monopoly controlling the principality’s activities. Prince Louis, at present in France, insists that the constitution must be respected, and the National Council of Twelve, an elected body, w T hich hurriedly met to debate the question, is allegedly in open conflict with the prince. After the debate it resigned in a body. Prince Louis, as an absolute monarch, can dismiss the Minister carrying out the administration of the native-born inhabitants, who alone have a say in the principality’s affairs, though they a minority of the inhabitants. Tourists complain that Monte Carlo has been allowed to grow tawdry and unattractive compared with other Riviera resorts.
