RUSSIAN ARRESTED

BROTHER OF LITVINOFF. (United Service) PARIS, Friday. As the result of a denunciation by the Russian commercial representative at Berlin, Marinovitch Litvinoff. brother of the Soviet leader and Deputv-Commissar for Foreign Affairs, has been arrested for fraudulently issuing £ 200.000 worth of money drafts on Berlin. A banker and a hotelkeeper have also been arrested on a charge of complicity. Litvinoff was discovered in a small hotel under an assumed name. He had with him many documents in Russian and < '.ei'iuaii, but no money.
