PARAGUAY AND BOLIVIA Both Accept Mediation Offer (United P.A.—By Telegraph — Copyright) (Australian and X.Z. Press Association) Reed. 9.5 a.in. WASHINGTON. Tuesday. BOTH Bolivia and Paraguay have accepted the offices ot' the Pan-American Conciliation and Arbitration Conference, of which Mr. P. B. Kellogg is chairman, for an investigation of the frontier conflict from which lias arisen a menace of war.
A message from Asuncion, the capital of Paraguay, says that 32,000 volunteers have been incorporated into the army. Three steamers, carryingnumerous forces, have left for an unnamed northern destination. Preparations for war are in evidence everywhere. A message from La Paz says the commander of the Bolivian frontier forces has been ordered to halt his advance and to cease his attacks on the Paraguayan troops, in accordance with the reply from Bolivia to the Note from the Acting-President of the Council of the League of Nations, M, Briand. CAUSE OF TROUBLE. The controversy as to the division of the Gran Chaco region was the subject of a protocol signed on April 22, 1927, in Buenos Ayres. By that the representatives of the Bolivian and Paraguayan Governments agreed to submit the outstanding points of disagreement to arbitration by a tribunal, which was to be named by the delegates concerned. The disputed territory. Gran Chaco (Spanish, "great hunting ground”), is a vast area in the middle of South America, extending through Eastern Bolivia, Western Paraguay, and the north of Argentina. It is divided into three sections, the northern one comprising 81,000 square miles, the central portion 72,000, and the southern one 77,600. The region is sandy, and mostly flat. Among the scanty inhabitants are uncivilised Indians. POPE MOVES FOR PEACE PAPAL NUNCIO IN LA PAZ (Australian and N.Z. Press Association) (United Service) ROME, Monday. While Pope Pius does not wish to seem to interfere in the pacificatory
measures regarding Bolivia and Paraguay that are being taken in other quarters, including the League of Nations, he is conferring with the Papal Nuncio in La Paz, the capital of Bolivia, with the hope of preventing further fighting. The Pope is unable to make representations to Paraguay, as the Vatican has no diplomatic relations with that country. MOTHER COUNTRY * SPAIN TO INTERVENE MADRID, Monday. The Prime Minister of Spain, General Primo de Rivera, says that Spain, as the mother of both Bolivia and Paraguay, and the spiritual head of the Spanish races, is approaching both Governments. The President of each country has replied and has paid a tribute to the Mother Country’s sentiments. LEAGUE WILL WAIT COUNCIL MEETING LIKELY (Australian and N.Z. Press Association) (United Service) PARIS, Tuesday. The Secretary-General of the League of Nations, Sir Eric Drummond, is coming to Paris to confer with the Foreign Minister, M. Briand, regarding the war between Bolivia and Paraguay. The latest reports, however, state that the League Council is likely to await fresh developments before a special meeting is called. The League Secretariat thinks that the German Foreign Minister, Herr Stresemann, is willing to visit Paris for the purpose of the meeting.
