M. Litvinoff’s speech in Moscow on December 11, with regard to trading and diplomatic relations between Russia and other countries, in any way improved the stiuation between this country and Russia. In the Prime Minister’s speech at the Lord Mayor’s banquet on November 9 last year, the conditions were set forth on which the Government would be ready to consider resuming relations with Russia, but these conditions had not yet been fulfilled.
