Titulescu, has decided to recommend the Regency Council to appoint M. Julius Maniu, leader of the Peasants’ Party, as Prime Minister, as he has satisfied himself that it is impossible for him personally to form a Cabinet, with or without the support of the Peasants’ Party, that would be sufficiently strong to inspire the confidence of foreign bankers.
