CONTROL OF RAILWAYS IN MANCHURIA REVISION OF TARIFF (Australian and N.Z. Press Association) SHANGHAI, Tuesday. A Chinese news agency has thrown light upon an impasse which exists at present in connection with the settlement of various outstanding Slno-Japanese questions. Examples are: —The Nanking incident of 1927 and tariff treaty revision. The agency says Japan has demanded: (1) The exclusive right to construct railways and to open mines in Manchuria and Mongolia; (2J the recognition of Japan's right to control the Kiao-Chao-Tsinan railway as a guarantee for the purchase of this railway from Japan, which seized it from Germany during the war. As regards tariff autonomy, Japan is reported to have demanded the enforcement of a provisional tariff schedule covering special products imported from Japan. The enforcement is proposed of the tariff schedule adopted by the special Tariff Conference at Peiping recently and a recognition of various scheduled loans to the Northern militarists, including the late Marshal Chang Tso-lin. Great Importance is attached to the present visit to Nanking of Mr, Arita. chief of the Asiatic Bureau of the Tokyo Foreign Office.
