The late Lord Carnock, whose death occurred to-day, was specially disj tinguished for his services in connec--3 tion with the Anglo-French ancl r Anglo-Russian ententes. 5 He attended the Algeciras conference and later became an instrument ’ in preventing German diplomacy from 1 splitting the young entente. He succeeded when he was Ambassador to Russia in moving the old antagonisms l relating to Persia and Afghanistan. Lord Carnock possessed a singular j understanding of the ex-Kaiser’s mentality. He was an outstanding repre- ' sentatlve of the old school of diplomacy.
