WARNING AGAINST MENTAL DEFECTIVES BILL MR. DONALD’S OPINIONS “If you do not understand this Mental Defectives Bill, you should,” Mr. J. B. Donald, United candidate for Auckland East, told a Parnell audience last evening. “It should never have been passed in the last session of Parliament,” he said. “It should have been broadcast throughout the Dominion and brought before Parliament next year. Some of the provisions are very drastic. “A committee of seven is proposed. Five of the members would be Government employees, and the Government would appoint the other two. One would be a woman. The committee would have practically unlimited powers in classifying people as men- ! tally deficient.” Mr. Donald criticised the permission given school teachers to say a child is backward and be responsible for the placing of a child’s name on the defectives’ lists.
“Now. what right would a teacher have to say anything so vital?” he asked. “This Bill should be investigated to the fullest degree.”
