T* l ® chamber’s executive reported that it was not satisfied with the work- - tariff boards abroad, but it felt that m any future commissions set up in connection with periodical revision or tariff the personnel should be extended to include men outside the Government service, and its proceedings should be open to the Press.* Mr. G. Finn moved that the chamber suggest a permanent tariff board, constituted by extending the functions of the Board of Trade, enabling the revision of tariffs more frequently than once in five or six years. Mr. A. Boucher believed that New Zealand was not a prospective manufacturing country, owing to its small scattered population, a view that Mr. Finn contended was quite wrong. He considered the necessary curtailment of immigration was a most serious step. New Zealand could not progress and have a large population until it had manufacturing industries. The amendment was lost and the executive’s recommendation adopted.
