ENCOURAGING OUTLOOK
STATE OF NEW SOUTH WALES PARLIAMENT OPENED (United P.A.—By Telegraph — Copyright) SYDNEY, Tuesday. The New South Wales Parliament was to-day opened by a Commission, as the Governor, Sir Dudley de Chair, is absent from Australia. The Governor’s speech was read. This stated that as a result of beneficial rains throughout the State »in the past year the general outlook was very encouraging. In ,the recess his Excellency’s advisers had made attempts to place the coal industry on a more satisfactory footing, and he hoped their efforts would result if the industry being placed on a more stable basis. A Bill for the reform of the Legislative Council would not be introduced until next year, but in the meantirrie a Bill would be brought down providing that the Constitution should not be altered to permit of the abolition of the Council and that no fundamental alterations to its constitution should be made without reference to the people. _
