Reed. 10.50 a.m. LONDON, Sunday. Mr. J. H. Thomas, the railwayman's leader, writing in the “Sunday Express,” says the chief significance of the Trade Union Congress at Swansea was the overwhelming endorsement of . the policy of negotiation with the em- , ployers, of resort to reason instead of to force. “It means a new era in the relationship of Capital and Labour.” Mr. Walter Citrine, secretary of the

congress writinng in “Reynolds Weekly,” the congress marked a turning-point in the economic life of Britain. It brought the trade unions into a profoundly important relationship with industry. It was in the clearest manner shown that the unions were not pursuing a will-o’-the-wisp industrial peace, but were making a practical effort to demonstrate their ability to contribute substantially to a solution of the.national ills.
