NOTICE IS HEREBY GIVEN that at a Special Meeting of the Manukau County Council held on the L7th day of July, 1925, the following RESOLUTION was PASSED and will be submitted for CONFIRMATION at a Special Meeting of the Council to be held on TUESDAY, the 25th day of .September, 1928, at 11 o’clock in the forenoon, at the Council Chambers, Corner Shortland and Princes Streets, Auckland. RESOLUTION. In pursuance and in exercise of the powers vested in and conferred upon it by “The Counties Act 1920” and by “The Health Act 1920” and by “The Public Works Act 1908” and by “The Explosives and Dangerous Goods Act 1908” and the various Acts amending the said Acts and by all other Acts and powers it hereunto enabling the Manukau County Council doth hereby by •Special Order make ordain and enact the following by-laws:— (here follow the by-laws) The object and purport of the proposed By-laws are:— 1. To extend and amend the existing by-laws of the County. 2. To provide a minimum space between the sides of buildings and the boundaries of the land on which they stand. 3. To provide a minimum frontage for a site of a shop with or without dwell-ing-rooms attached. 4. To prevent the reduction of areas occupied as building sites and the conversion of buildings into dwellings when the site thereof has not the required area frontage depth and side space. 5. To prohibit fishing from any County Bridge. . 6. To abnend the scale of fees for building permits. 7. To repeal certain drainage and plumbing* by-laws and enact regulations respecting drainage and plumbing including inter alia (a) the providing of suitable and sufficient sewage drains (b) penalties for the non-observance of this by-law (c) the licensing of Drainlayers and Plumbers (d) the general conditions as Regards Drainlayers and Plumbers’ Licences (e) the endorsing in certain cases of such licences (f) the granting of permits to undertake sanitary work and the procedure for obtaining such permits (g) the duties of Drainlayers and Plumbers in respect to work for which a permit has been issued (h) the notice for inspection of work (i) the removal of faulty work (j) the general provisions as to drainage dealing with (1) the granting of permits for common drains (2) the supervision by the local authority of sewer connections (3) the conditions in regard to trade wastes (4) the providing in certain cases of water closets (5> the level at which sanitary conveniences shall be constructed (6) the level at which sanitary conveniences shall be affixed or constructed (7) the removal of unnecessary sanitary appliances (8) the providing of rain and storm water drains (9) the granting of permits for drain connections (10) the removal of faulty work (k) Drainlayers’ work (1) drains and in particular to deviations, gradients, trenches, the laying of drains, joints, drains in wet ground, cast-iron drainpipes, conditions when drain passes below a building, covering and protection, inlets, gully-traps, grease-traps, junctions, cleaning-eyes, intercepting traps and sewage tanks (m) specifications for sanitary plumbing work and (n) (a) the necessary application forms for licences and permits (b) the scale of inspection fees to be charged. 8. To repeal certain by-laws relating to dangerous goods and to make provision for the keeping and storing of explosives, and dangerous goods and in particular to (a) define dangerous goods (b) regulate the keeping or storing of dangerous goods (c) provide for the obtaining of licences in connection therewith and for the inspection of premises and for the payment of licence fees. 9. Providing a fee for the inspection of buildings intended to be re-erected in the County. 10. Respecting the licensing of offensive trades and the provision of licence fees therefor. 11. Prohibiting the keeping within the ; County of lions, tigers, panthers, leopards, hyenas and jackals. 12. Regulating the use of hoardings and the display of advertisements thereon and providing licence fees in respect thereof. 13. Prohibiting and regulating the exhibiti6n of advertisemens in such place and manner as to affect injuriously the amenities of any public place used for purposes of recreation or enjoyment or affecting the natural beauty of any landscape or the view of rural scenery and providing for licence fees in respect thereof. 14. Amending the traffic regulations of the County and preventing obstructions to roads, the marking of weights on all vehicles and machines and the weighing thereof, also providing for the prohibition of heavy traffic during the months of May, June, July, August and September also providing for the prepayment of estimated damage in respect of certain heavy traffic. 15. To amend the conditions under which a building may be used for public meetings or assembly rooms and regulating the provision and construction - of external and exit doors. A full copy of these By-laws is deposited at the Office of the Council, County Chambers, Corner Shortland and Princes Streets, Auckland, and is open, to the inspection of the public during office hours until the 25th day of September next.
