DEBATE ON REPORT DELAYED (Australien Press Association) (United Service) Ret d. 1 2.116 p.m. GENEVA, Tuesday. For the first time in its history, the League Assembly this afternoon suffered a count out. The session had been called for four o'clock, when there was a full muster. Formalities were quickly disposed of. and the president, amidst a general titter, then announced that not a single name had been handed in to begin the debate on the Councils secretariat's huge annual report of 75 closely printed pages. He therefore had no choice but to adjourn the sitting till 10.30 to-morrow. If no names are submitted overnight. there will be no debate at ali This is the first time the assembly has been smitten with dumbness —a contrast to the usual volubility. The trouble for the moment appeals to be to get. someone to begin talking. All the big men feel that international affairs are in such a promising state .that it is not the time for tribunal fireworks. They prefer to shape things quietly in committee rooms.
