MANIFESTO GOES OUT GREAT CONGRESS ENDS "(United P.A.—By Telegraph — Copyright) Times Cable. LONDON, Monday. The Riga correspondent of “The Times” says the congress of the Third (Communist) International has ended after a session which lasted six weeks. The chairman, M. Bukharin, addressed the delegates in lengthy speeches. ' The congress unanimously passed an official world-wide programme and other special resolutions concerning revolutionary work in the Dominions. The peculiarity of the position of the Soviet as regards the Communist Party, says the correspondent, is that the text of a special manifesto issued to the toilers of the world by six groups of the Communist I’avty, embracing the entire globe, solemnly and formally declared that the Soviet had wisely dealt with the schisms of Trotzky and others. This declaration is interesting as sowing the groups into which the International divides the world.

The two first groups divide Europe, the third deals with the United States, Britain and her Dominions. Another resolution that was unanimously carried dealt with the Communist situation in Britain. "There,” it said, “the greatest enemy is Mondism, or the industrial peace move-' ment.” The resolution said the Communists must counteract the “chemical king,” Lord Melchett (formerly Sir Alfred Mond).
